What the Law Requires by 1 January 2027

Every compliant smoke alarm installation in Queensland comes down to these rules. The smoke alarm law guide covers each one in detail.

  • Photoelectric, to AS 3786-2014

    Every alarm must comply with AS 3786-2014 and contain a photoelectric sensor, with no ionisation sensor alongside it.

  • Interconnected

    Every alarm in the home is linked to every other one, so when one sounds, they all sound.

  • Hardwired or a 10-year sealed battery

    Alarms are either hardwired to the mains or run on a built-in battery that cannot be removed and is made to last at least 10 years.

  • Less than 10 years old

    An alarm must be manufactured less than 10 years before it is installed, and replaced within 10 years of its manufacture date, or straight away if it fails a test.

Who Needs Compliant Alarms, and When

The date depends on whether the home is lived in, rented or being sold.

LandlordsSince 1 January 2022
Any new tenancy, or renewal of an existing one, since 1 January 2022 has needed the full set of interconnected photoelectric alarms.
SellersSince 1 January 2022
The same rules apply when the owner agrees to sell. Sellers lodge a Form 24 stating the smoke alarm requirements have been met.
Owner-occupiersBy 1 January 2027
Every other private home, townhouse and unit has to comply from 1 January 2027, even if it is not being sold or rented.

Hardwired or 10-Year Battery Smoke Alarms?

Both are compliant, as long as every alarm is photoelectric and interconnected. The difference is how they are powered, and whether the job is electrical work.

Hardwired alarms

  • Connected to the home's electricity supply, so installing or replacing them is electrical work for a licensed electrician.
  • Required where the alarm being replaced was hardwired.
  • Followed by a certificate of testing and safety from the electrical contractor.

10-year battery (wireless) alarms

  • Powered by a sealed battery made to last at least 10 years, and linked to each other wirelessly.
  • Queensland's guidance says compliant wireless alarms need no electrical work to install, so the law does not require an electrician.
  • An option where there are no existing hardwired alarms to replace.

Already have hardwired alarms? The replacements must be hardwired too. Swapping hardwired alarms for battery-only units does not meet the law.

Where Smoke Alarms Must Go

  1. Every bedroom

    Each bedroom needs its own alarm.

  2. Hallways that connect bedrooms

    Where bedroom doors open onto a hallway, the hallway needs an alarm too.

  3. Every storey

    Each level of the home needs at least one alarm, not just the levels with bedrooms.

  4. The way out, on storeys with no bedrooms

    On a storey without bedrooms, the alarm goes on the most likely path to an exit.

Minimum clearances

The regulation keeps alarms away from anything that blocks or moves the air around them, including:

300 mm
from a light fitting
300 mm
from the corner where the ceiling meets a wall
400 mm
from an air conditioner outlet that supplies air
400 mm
from the blades of a ceiling fan

What's Involved in a Smoke Alarm Installation

The same steps on every job, whether it is one home before a sale or a rental between tenancies.

  1. Check the existing alarms

    Each alarm already in the home is checked for type, power source, manufacture date and position against the current rules.

  2. Set out the locations

    Positions are planned for every bedroom, connecting hallway and storey, clear of lights, fans, air conditioner outlets and corners.

  3. Supply and install

    Photoelectric alarms complying with AS 3786-2014 are fitted, hardwired wherever the alarms they replace were hardwired.

  4. Interconnect and test

    Every alarm is set off in turn to confirm the rest sound with it, so the whole home is alerted from any room.

  5. Certificate after electrical work

    Where the job includes electrical work, you are given a certificate of testing and safety, as Queensland law requires.

Smoke Alarm Compliance for Landlords and Property Managers

In a rental, the owner carries the obligation. The tenant has a smaller, ongoing role. The timing is set by the tenancy, and the rules below come from the Residential Tenancies Authority.

  • The owner makes the home compliant

    Making the dwelling compliant is the owner's or landlord's responsibility. A property manager or owner cannot pass that obligation on to the tenant.

  • Test within 30 days before a tenancy starts

    Property managers or owners must test the smoke alarms within the 30 days before the start date of each tenancy.

  • Give 48 hours' entry notice

    Tenants get an entry notice 48 hours before any work to install, maintain, test or replace smoke alarms.

  • Tenants test and clean every 12 months

    During the tenancy, tenants test and clean the alarms at least once every 12 months. No qualification is needed for that.

  • Sellers lodge a Form 24

    When a property is sold, the seller lodges a Form 24 stating the smoke alarm requirements have been met.

When do Queensland homes need interconnected smoke alarms?

By 1 January 2027, every private home in Queensland, including townhouses and units, needs interconnected photoelectric smoke alarms. Homes sold or leased since 1 January 2022, including renewed tenancies, already need them. Each alarm must comply with AS 3786-2014 and contain no ionisation sensor.

Can I install smoke alarms myself?

You can fit compliant alarms that need no electrical work, such as wireless 10-year battery alarms, and you can test and clean your own alarms. Installing or replacing hardwired alarms is electrical work, so it needs a licensed electrician.

Where do smoke alarms need to go?

Who is responsible for smoke alarms in a rental property?

The owner or landlord makes the property compliant and cannot pass that obligation to the tenant. Will I get a certificate after a hardwired smoke alarm installation?

Yes, where the job involves electrical work. After testing, the licensed electrical contractor must give you a certificate of testing and safety recording who the work was for, what was tested, the test date and the contractor licence number. Sellers separately lodge a Form 24 stating the smoke alarm requirements have been met.
